Bilgisayar ve iletişim teknolojileri, günümüzün vazgeçilmez unsurlarından olmuştur. Her birey kendi ilgi alanında bu teknolojiden yararlanmakta, gerektiğinde bu ihtiyacı internet kafeler aracılığı ile daha hızlı sağlamaktadır. Ancak, her alanda olduğu gibi bu alanda da hizmetin kötü kişilerce kullanması yeni suç ve suçlu türleri, dolayısıyla da yeni mağdur olma şekilleri ortaya çıkmaktadır. Hizmetin verimli ve doğru kullanılması için bazı tedbirlerin alınması gerekli ve şarttır. Bu çerçevede, uluslararası bir çok tedbirlerin alındığı gözlenirken, maalesef ülkemizde bu tedbirler daha yavaş alınmaktadır. Bu kapsamda, çalışmada ülkemiz için gerekli tedbirler ve sağladığı avantajlar ifade edilmiştir.

Computer Communication Technologies is one of the indispensable subjects of our lives. Each person has opportunity of using the technology and they also have within easy reach of Internet Cafes for this purpose. However, as seen other areas, the misusage of the technology can also be seen especially at Internet Cafes. For this reason, it is very possible to see not only new kinds of crimes and criminals but also victims in the aftermath of the misusage of it. Consequently, there needs to be taken some precautions against abusive usages of the technology. While we can see lots of regulations and international safety measure at the world, Turkey is much slower to put them into effect. In this context, this study expresses the precautions and advantages of them, which are necessary for Turkey .
