Afetler, normal yaşamını aksatan, hem insanlar hem de ülkeler için fiziksel, ekonomik ve sosyal kayıplar doğuran olaylardır. Son yıllarda dünyamız ardı ardına yaşanan depremler, seller, kasırgalar ve tsunamiler gibi afetlerle sarsılıyor. Ülkemiz ise afetler açısından yeryüzü şekilleri, jeolojik yapı ve iklim özellikleri açısından önemli risklere sahip. Bu nedenle deprem, sel, toprak kayması, çığ, sel ve taşkınlardan afet boyutunda etkilenmektedir. Türkiye'de , tüm bu afet türleri içinde en sık karşılaşılan, en fazla can ve mal kaybının yaşandığı afet türünü ise depremler oluşturmaktadır. 17 Ağustos ve 12 Kasım 1999 Marmara depremleri, Türkiye'nin afetler ve afet yönetimi konusunda daha iyi bir eğitim, öğretim, hazırlık, planlama ve zarar azaltma çalışmalarına gereksinimi olduğunu ortaya koymuştur. Ülkemizde yapılan afet yönetimi çalışmaları da gösteriyor ki, afet öncesi hazırlık konusu ön planda değildir. Çalışmalar daha çok afet sonrasına yöneliktir. Bu durumda oluşan maddi, manevi kayıplar artmaktadır. Deprem sonrası ortaya çıkan ve uzun yıllar etkisi geçmeyen ruhsal sıkıntılar da önemli bir halk sağlığı sorunu oluşturmaktadır. Bu yazının amacı, doğal afetlerin sonuçlarının ne kadarının doğal olduğu veya ne derecede insan etkisine açık bulunduğu üzerinde tartışmaktır.

Disasters are events that cause social and economic losses both for people and countries and disturb the normal flow of life. In the recent [year]s our world is plagued by disasters such as earthquakes, floods, hurricanes and tsunamis. Our country is under high risk in terms of disasters due to its geological structure and climate characteristics; therefore Turkey has experienced many disasters throughout its history with earthquakes as the most common and primary cause of death and economic loss. Marmara Earthquakes of 17th Aug. and 12th Nov. have shown that there is a need for better education in disaster management, disaster preparation planning and studies aiming to reduce losses in Turkey. The studies about disaster management that have been carried out in our country have shown that we have focused on the post-disaster period more than the pre-disaster period which has resulted in larger economic and social losses. Mental health problems observed after earthquakes are long lasting and pose an important public health problem. In this paper we have aimed to discuss and understand how much of the consequences observed after the earthquakes are caused by the disasters themselves and how much is caused by the human hand.
