Yaşlılık, önüne geçilmesi mümkün olmayan biyolojik, kronolojik, sosyal yönleri ve sorunları olan bir süreçtir. Yaşlılık dönemi; bireylerin statü kaybettiği, bağımlılık ve kaza riskinin arttığı, fiziksel yeteneklerinin azaldığı, pek çok kronik hastalığın yaşandığı bir dönemdir. Yaşlılık döneminde görülen tüm bu sosyal ve bedensel değişimlerle birlikte son yıllarda dünya boyutunda tartışılan bir durum olan yaşlı istismarı ve ihmali konusu gündeme gelmiştir. Genel olarak yaşlı istismarı, yaşlı bireyin sağlık veya iyilik halini tehdit eden veya zarar veren herhangi bir davranıştır. İstismar bedensel, psikolojik veya ekonomik olabilir, aynı zamanda ihmale de dönüşebilir.
Dünya Sağlık Örgütü yaşlılığı “çevresel faktörlere uyum sağlayabilme yeteneğinin azalması” olarak tanımlamıştır. Pek çok insan yaşlının bakımını, görevi olduğunu düşünerek üstlenir. Ancak aile yaşlının bakım ile birlikte yaşayabileceği güçlükleri önceden düşünüp, yaşlının fiziksel, duygusal ve ekonomik gereksinimlerine yanıt verip-veremeyeceğini sorgulamalıdır. Yaşlının bakımında öncelikli yere sahip olan aile bu tür gereksinimlere yanıt veremediğinde yaşlının ihmal ve istismar edilmesi gündeme gelmektedir. Yaşlı istismarı, fiziksel, psikolojik ve ekonomik istismar kadar ihmali de içerir. Yaşlıların kendilerine göre istismarın kapsamı ihmal, şiddet ve yoksun bırakma unsurlarını da içermektedir.
Bu çalışmada konunun önemini ve ciddiyetini vurgulayarak, bu konudaki eksiklikleri göstermek ve ilgili çevrelerin dikkatini çekmek amaçlanmıştır.

Growing old is a process with biologic, chronologic, and social aspects and problems that can not be avoided. The geriatric period is a time when an individual's status is lost, there is an increase in dependence and risk of accidents, a decrease in physical abilities, and many chronic illnesses are experienced. In addition to all of these social and physical changes that occur during the geriatric period, in recent [year]s there has been world-wide discussion of the issue of exploitation and neglect of the elderly. In general exploitation of the elderly is any kind of behavior that threatens or injuries the health or wellness of an elderly individual. Exploitation can be physical, psychologic or economic and can be neglect at the same time.
World Health Organization defines old age as "reduced ability in adaptation to environmental factors". Most people take on old person's can thinking that it is their responsibility. However, first of all family should pre consider the possible difficulties of old person’s care and should guestion whether they will be able to meet physical, emotional and economical needs of the old person. In cases when" the family who is having priority in old person’s care can not meet such needs negligence and abuse of the old person becomes a current issue. Old person's abuse includes physical, sexual, psychological abuses as well as financial abuse. According to old people, the extent of abuse also includes negligence, violence and deprivation elements.
This study is planned, to underline the seriousness and importance of the law, to clarify deficiencies of the law and to take attention of related people.
