Bu çalışmanın amacı, Türkiye’de 2010 yılından itibaren faaliyet göstermekte olan Çocuk İzlem Merkezlerinin hangi paydaş kurumlarla, ne tür işbirliği içerisinde olduğunu belirtmek ve Çocuk İzlem Merkezlerinin işleyişinde karşılaşılan sorunlarla ilgili olarak geliştirilmesi gerekli görülen yönler hakkında bilgi sunmaktır. Buradan hareketle, öncelikle Çocuk İzlem Merkezi modeli tanıtılarak bu merkezlerin hangi kurumlarla, ne tür işbirliği içerisinde bulunduğu, ülkemiz ve diğer ülkelerdeki benzer oluşumlarla ilgili yapılan çalışmalar eşliğinde açıklanıp çocuğun yüksek yararının optimal düzeyde sağlanması yönünden, paydaş kurumlarla yapılan işbirliğinin önemine vurgu yapılmıştır. Ardından, Çocuk İzlem Merkezlerinin işleyişinde karşılaşılabilen aksaklıkların neler olabildiği belirtilerek bu modelin işleyişinde geliştirilmesinde yarar olabileceği düşünülen hususlara değinilmiştir. Bu amaçla; Çocuk İzlem Merkezlerinin işleyişine ışık tutacağı düşünülen yönetmeliğin çıkarılması, merkezde nitelikli ve yeterli sayıda personel istihdamının sağlanması, paydaş kurum profesyonelleri ile yaşanılan sorunların ortak eğitim modülleri ve sürekli eğitim programları ile çözüme kavuşturulması, çocuk temelli ceza adalet sisteminin oluşturulması, Türkiye modelinin diğer ülke modellerinde olduğu gibi vaka izlemi de gerçekleştirebilecek şekilde düzenlenmesi ve çocuğa hizmet sunan profesyonelin, ikincil travmatik strese karşı korunmasında ruhsal yönden desteklenmesi önerilmiştir.

The purpose of this study is to specify which stakeholder organizations Child Advocacy Centers are in cooperation with and what kind of cooperation is taking place with those stakeholders; and also to provide information on aspects needs to be developed with regard to problems faced during the running of Child Advocacy Centers, which are operational in Turkey since 2010. Within this context, firstly, the model of Child Advocacy Centers is introduced; stakeholder organizations that Child Advocacy Centers are in cooperation with and the way this cooperation takes place explained, along with studies on similar initiatives in Turkey and other countries. Then the importance of cooperation with the stakeholder organization for achieving utmost benefit for the child at optimal level is emphasized. Then the problems that can be faced during the operations of Child Advocacy Centers are specified and aspects and topics that could be developed are mentioned. To this aim suggestions made within this study are: to issue a regulation which would guide the operations at Child Advocacy Centers, to employ qualified and sufficient number of workers at these Centers; to settle the problems with the stakeholder organizations’ professionals through joint education modules and continuous education programs; to create child-based criminal justice system, to re-organize the Turkey model to make it capable to perform case-monitoring just like the models in other countries; and to mentally support professionals against secondary traumatic stress, who are providing services to the child.
