Bu makalede Türkiye’deki psikolojik danışman eğitimi (PDE) ve mesleğin profesyonel kimlik gelişimi için gereksinim duyulan yasa ve yönetmelik düzenlemelerinin neler olabileceği üzerinde durulmuştur. Bunlar 11 başlıkta ele alınmıştır: Mesleki Yeterlilik Kurumu’nda PD, KPD ve OPD standartlarının tanımlanması, PD unvanı ile PDR mezunlarının devlet kuruluşlarında istihdamı, PDR anabilim dallarının eğitim fakültelerinde bölüm olmaları, Psikolojik Danışmanlar Odaları ile Psikolojik Danışmanlar Birliği yasasının çıkması, MEB PDR Hizmetleri Yönetmeliğinin kapsamlı gelişimsel modele göre yeniden düzenlenmesi, Okul ve RAM’larda rehberlik öğretmenliği kadrosu yerine okul psikolojik danışmanlarının istihdam edilmesi, OPD uygulamalarıyla ilgili derslerde, uygulama öğrencilerine yardım eden “rehberlik öğretmenlerine, müdür yardımcılarına ve müdürlere” ders ücreti ödenememesi, rehberlik öğretmenlerinin birden fazla okulda görevlendirilmesi, PDE veren programların akreditasyonu, ruh sağlığı yasasında psikolojik danışmanların sağlayacağı ruh sağlığı hizmetlerinin kapsanması, ve anaokullarındaki “rehberlik öğretmenliği” kadrosunun yeniden verilmesi şeklindedir. Her bir başlık “gereksinimler”, “Ne aşamada?” ve “Nelerin yapılması / başlatılması gerekiyor?” alt başlıklarına göre açıklanmıştır. Sonuç bölümünde kısaca önerilere yer verilmiştir.

This article makes a point of counselor education in Turkey and the possible laws and regulations arrangements required for the development of professional identity of the profession. These are discussed under 11 titles: Counselor in Vocational Qualification Institute (Mesleki Yeterlilik Kurumu), defining the standards of Counselor, Career Counselor and School Counselor, employment of the graduates of Counseling and Guidance (PCG) in state institutions with the title of Counselor, department of PCG in faculties of education, enacting of the Chambers of Counselors, rearrangement of the regulations of Ministry of Education PCG according to the comprehensive developmental model, employment of school counselors staff at school and RAM instead of guidance teacher staff, failure to pay tuition fees to “guidance teachers, assistant managers and principals” who help the students in the courses related to school counseling practices, assignment of guidance teachers to more than one school, accreditation of programs providing counselor education, coverage of mental health services provided by counselors in mental health law, and re-giving of “guidance teacher staff” in kindergartens. Each title is explained under the subtitles of “requirements”, “At what stage?” and “What should be done / started?”. In the conclusions part there are some recommendations are included.
