Islahevindeki Çocukların Demografik Özellikleri: Türkiye'den Bir Kesit

Suçlu çocukların yargılanmalarında uygulanan yöntemler ve yargılanmaları sonunda alınan kararlar, cezalandırma değil, çocuğu iyileştirme ve topluma kazandırma amacına yönelik olduğunda yargılama asıl amacına ulaşmış olur. Bu araştırmada, Türkiye'de suç işleyerek ıslah kurumuna yerleştirilen çocukların sosyo-demografik özelliklerini ve ıslahevi koşullarını gösteren bir kesit ortaya konulmaya çalışılmıştır.
Alan araştırması niteliğinde yapılan çalışmada araştırma grubunu, 1998 Şubat ayında İzmir Buca ıslahevindeki suçlu çocuklar oluşturmaktadır. Araştırmacı tarafından hazırlanmış olan anket formu 144 hükümlü çocuğa uygulanmıştır.
Çocukların % 92.36'sı erkek, % 7.64'ü kız ve yaş ortalaması 16.48±1.051 idi. Grubun ortalama olarak 5 kardeş ve anne baba olmak üzere toplam 7 kişilik bir aile yapısının olduğu görülmektedir. Suç türleri incelendiğinde mala yönelik suçlar % 54.22 oranla ilk sırada yer alırken; ikinci sırada %27.46 ile cana yönelik suçlar ve üçüncü sırada % 18.30 ile cinsel suçlar yer almaktadır.
Suça itilmiş çocuğun yeniden topluma kazandırılması için; yargısal işlemlerin en kısa sürede sonuçlanması, ıslah sisteminin çocuğun demografik ve biyo-psiko-sosyal özelliklerine uygun olarak yapılandırılması ayrıca çocuk ile birlikte ailenin de eğitimine yardımcı olması gereklidir.
Demographic Features Of Convicted Adolescents In Youth Correctional Facilities: An Extract From Turkey
Judgment reaches its main goal when the procedures of trial and the final decision about the delinquent adolescents aim not to punish but to make them good citizens and good members of society. In order to reach this goal the characteristics of these adolescents should be known better. In this study it is tried to expose the demographic features of convicted adolescents and their perception of correctional facilities in Turkey.
The study group of this regional survey consists of convicted adolescents in Buca Youth Correctional Facility in Izmir, in February 1998. 144 convicted adolescents answered a questionnaire prepared by the researcher.
92.36% of these adolescents were boys and 7.64% were girls and the mean age was 16.48 ± 1.051. Every child in the group had 4 siblings on average and a family of seven. When the types of offences were considered those directed to property were on the first line with 54.22% while those directed to violence were on the second line with 27.46% and sexual offences were on the third with 18.30%.
In order to gain the adolescents into society all judicial procedures should be completed as soon as possible and the correction units should be able to respond all his biological, psychological, educational and social requirements. While these are being arranged, demographic features of this population and their families' needs should be considered.
