Sivas Numune Hastanesi ve Sağlık Bakanlığı Devlet Hastaneleri Hasta Hakları Birimlerine Yapılan Başvuruların Son Bir Yıllık Dağılımı

Amaç: Bu çalışmada son 1 yılda hastanemiz ve Sağlık Bakanlığı Devlet Hastaneleri hasta hakları birimlerine yapılan başvuruları inceledik. Çıkan sonuçlara göre değerlendirme yapılıp olası tedbirlerin alınması için bir temel oluşturduk. Yöntem: Çalışmamız; 2012 yılında Sivas Numune Hastanesi Hasta Hakları birimine yapılan başvuru formları ve 2012 yılı sağlık bakanlığı hasta ve çalışan güvenliği hakları daire başkanlığındaki istatistiksel veriler incelenerek yapılmıştır. İncelemeler içerik analizi kullanılarak gerçekleştirilmiştir.. Bulgular: Hastanemiz hasta hakları birimine 2012 yılında yapılan 110 başvurunun 47’si (%43) yerinde çözülmüş, 63’ü (%77) kurulda görüşülmüştür. Sağlık Bakanlığı Devlet Hastanelerinde ise 200647 başvurunun 177277’si (%88) yerinde çözülmüş, 23370’i (%12) kurulda görüşülmüştür. Cinsiyete göre; başvuruların hastanemizde %60’si erkek, 25’i (%39,7) 26-30 yaş, 23’ü (%36,5) üniversite mezunu, 18’i (%28,6) ev-hanımı olduğu, 37’si (%58,8) poliklinik hizmetleri için, 37’si (%58,8) uzman hekim için, 33’ü (%52,4) hizmetten genel olarak faydalanamama nedeniyle başvurdukları ve 7’sinde (%11,1) ihlalin olduğu 27’sin-de (%42,9) olmadığı tespit edilmiştir. Sağlık Bakanlığı Devlet Hastanelerinde ise başvuruların %58’i erkek, %30,6’sı 41 yaş ve üzeri, %37,5’i lise mezunu, %19,6’sı evhanımı, %47,1’i poliklinik, %38,5’u uzman hekim, %40,1’i hizmetten genel olarak faydalanamama nedeniyle başvurdukları ve 1882’sinde (%8,5) ihlalin olduğu, 14010’unda (%63,2) olmadığı tespit edilmiştir. Sonuç: Sonuç olarak, hizmet sektörünün en önemli temsilcisi olan sağlık hizmetlerinde hasta ve çalışan güvenliği hakları gitgide daha önem kazanmaktadır. Son yıllarda bu konularda yapılan çalışmaların yoğunlaşmasına rağmen hasta hakları birimine yapılan başvurularda gitgide artmaktadır. Sağlık personellerinin yanı sıra toplumdaki tüm bireylerin bu konuda eğitim almaları, bilinçlendirilmeleri uygun olacaktır.
Distribution of Applications to the Patient's Rights Department of Sivas Numune Hospital and State Hospitals of Ministry of Health for the last one year
Purpose: In this study, we have examined the applications made to the patient’s rights department of our hospital for the last 1 year and State Hospitals of Ministry of Health. We have established a basis for taking the possible measurements following evaluation of the results acquired. Methods: Our study was performed by examining the application forms delivered to Sivas Numune Hospital Patient Rights Department in the year 2012 as well as analyzing the statistical data to the department of patient and workers’ rights of Ministry of Health. These analyses were realized by using the contents. Results: 47 (43%) of the 110 applications delivered to the patient rights department of our hospital in 2012 were solved on site while the remaining 63 cases (77%) were analyzed in board. In the state hospitals of ministry of health 177277 (88%) cases were solved on site and 23370 (12%) cases were analyzed in board. According to genders, of these applicants 60% were male 25 (39.7%) were between 26-30 years old and 23 (36.5%) were undergraduate degree holders, 18 (28.6%) were housewives and that 37 (58.8%) applied for not benefitting from outpatient clinical services and 37 (38.8%) from specialist physician and 33 (52.4%) from the service provided and it was detected that in 7 cases (11.1%) breach was available while in 27 cases (42.9%) no breach was available. In the state hospitals of Ministry of Health of the applicants 58% were , 30.6% over 41 years old while 37.5% were high school graduate degree holders, 19.6% were housewives and that 47.1% applied for not benefitting from outpatient clinical services and 38.5% from specialist physician and 40.1% from the service provided and it was detected that in 1882 cases (8.5%) breach was available while in 14010 cases (63.2%) no breach was available. Conclusion: As a consequence, in the healthcare services which are the most significant representative of service sector, patient and workers’ rights are gradually attaching importance. Although the studies in the recent years have increased, the applications to the patient rights department are also progressively increasing. It will be appropriate to educate all the persons in the society as well as the healthcare professionals.
